I need to resurface my pool deck. Currently, there is concrete with
kool deck on top. The kool deck is cracking and coming up (it freezes
where I live). Can I take up the kool deck and smooth the underlying
concrete? Can I put a new surface over the underlying concrete?

Does anyone know what kind of professionals can handle refurbishing a
kool deck? Does it have to be pool specialists? Can a concrete
person do the work?
