    Kelly,
There is a cleaner for such a cause to use for pools and hot tubs. Ask your
local pool store for such an item. I use it once in awhile to clean off the
dirt-ring in my skimmers, usually it’s not found on my pool liner.
Once doing this and it’s clean, try to use a “non-chlorinated shock”. this is
not shock or super shock but a non-chlorinated shock.
This removes what has been oxidized (from chlorine and shock burn-off) in your
pool. There’s stuff that has been oxidized can cause your pool to have a dirt
ring usually first in the skimmer then later can be found in your pool liner.
The non-chlorinated shock breaks up the oxidize stuff (stuff as sometimes as a
first indication,it also has a small amount of foaming appearance usually found
in your skimmer) to much smaller particles to be filtered. Also, by using
non-chlorinated shock can help to give you a better chlorine free readings. Ask
your local pool store for more information on how non-chlorinated shock can help
    your situation.

Good luck with it and keep all posted on the out come,
    -Ray

scrub bright or other such cleaner will work too. Just don’t rinse your
    rag in the pool .

This sounds to me like a scum line. It usually comes from body oils,
suncreens, and lotions. There is a product called “pool perfect” made
by natural chemistry. It is a natural enzyme that eats hte oils at the
    water line.
It does a great job. Ask your local pool store about it.
