filter spitting debris back into pool

I have an AG 12′x20′x52″ pool with a cartridge filter. (I think that’s
right…the kind with the pleated paper) I have cleaned the filter
(hosed it off) emptied the basket, and debris is still coming through
where the clean water should come out. By debris I mean, bugs and bug
parts, (i.e. sweat bees and such) and grass. My water is beautifully
clear (minus the dead bugs) the chemical levels are all perfect, and
the suction of the filter/pump is quite strong. I know that it is doing
some filtering because when I clean it it does have bugs and general
gunk come out and there is big difference in the before and after
cleaning. I’m at a loss as to what is wrong. Can someone help me?
