Help: A.G. pool liner comes off the hook/bead

Hi all you helpful and expert people. I am a newbie. I installed our
15′ AG pool this past summer. We chose a liner with the J-hook design
because the salesperson said it would ease replacement later. Well a
couple of times over the summer the liner came off the J-hook in couple
of spots. Winter came and we installed the winter cover, etc. During a
snow storm this winter we lost nearly all of the water. I took off the
cover and the found that the liner was nearly completely off the J-hook.
So i am looking for ideas. I am considering glueing the liner bead in
to the j-hook. Does anyone have any suggestion of a glue that…
1 would not harm the materials
2 would retain the bead in the j-hook
3 would not be near impossible to remove in the future

p.s. Do you think my cove is too high? I put sand on top of the
styrofoam cove for a total height of 6″.
