Holes in liner and water in betweeen

We have an Inground 16 x 32 that we inherited when we moved in 3 years ago.
We have been dealing with holes in the liner ever since. There is a lawyer
of water between the Liner and the wall. To the point that 3 corners of
liner are separated form the wall.
Last year with a lot of pumping out then manual brute force (and hot water
and popsicle sticks) we got all but one corner reattached for most of the
season.
We even end up putting chlorine into the water between the liner and the
wall to keep it from going green.
We can not afford to get a new liner.
I have been repairing the obvious holes in the shallow end but there is some

So my questions are ….
Any tips for detection of holes in a liner?
Repair other than the kit I buy at my pool place ?

Expectations if I hire a diver?
Can I do this diving thing myself? (I an an certified advanced PADI diver
but not in pool repair :) )
Any tips for putting the liner back in?
