Newbie - How do I know when my pool is clean enough to swim in?

Hi!
We bought a house 2 months ago with an inground pool and dh is
determined to get it up and running asap. It was a lovely green pond
complete with various wildlife. It is now a milky aqua colour -
clearing at the shallow end (I can see the bottom at that end until
it gets deeper).
DH has treated with chemicals and now says it is OK to swim in - I am
not comvinced. It is not clear water, I can see loads of leaf debris
and other debris on the bottom especially at the edges and I can
smell chlorine.
He says the ph is correct and the chlorine level is correct - what
else should we look for?

    Amelia, Shellslyn, Ken and Troy thanks so much for taking the time to
    reply to me.
    I did not swim - but DH carried on vaccuming and got rid of the
    debris (6+ buckets of leaves and stuff), he backwashed every night
    the sand filter which we kept running 24/7 (thanks Ken) and shocked
    as necessary and eventually we got chlorine at 3 and ph at 7.4 and
    then the next morning it was like a glass of water!!!
    So we all dove in and had a great time - if a little bracing as we
    have no heating system for the pool and here in the UK the temp is
    not so great! The water is probably between 22 and 24 degrees
    centigrade - brrrrr!
    DHs next ambition is to get a heat exchanger installed….
