using foam boards under liner

Hello, We are installing a 20×40 liner inground pool and have
encountered a problem with ledge. The hole has been dug but there are
large holes on the sides of the deep end where the shale chunks have
been removed. All of the concrete contractors we have contacted
refuse to work on it seeing as the holes are so large and the high
water table. One of the contrators suggested using 2inch thick foam
board insulation as an alternative to concrete and placing the liner
over that. Would something like that work? Thanks for the help.
