Vinyl Liner Heave

When I took the cover off by 20×40 inground pool this week I found
that the liner in the shallow end was pulled away from the floor and
walls causing a large “heave” where the liner was floated up. I
noticed that the water level of the pool was lower than the previous
year. I have a pool place close it for me. It was down to the
level of the water jets instead of just below the skimmer.
I am trying to contact the company that installed the liner, but
they are not being cooperative.
I got in the pool (cold!) and I am able to manipulate the liner
somewhat back into position, and what I am wondering is, will adding
water to the pool hold down the liner forcing it back into place, or
do I have a larger problem on my hands? If so what do I need to do
to get it fixed?
