Forget the quick fix and concentrate your efforts on the suction side.
Sounds as if you may need to bite the bigone and replace the plumbing to the
pool. You need not drain the pool to do it but a lot of digging will be
required. In the mean time use some food coloring on the joints and in the
skimmer to detect leaks. Also be sure the water level is correct as low
water level will allow a good pump to actually draw air through the water in
the skimmer. If you are using a suction side automatic pool cleaner the
hoses must be perfect and fit tightly.
