New IG Pool/Spa, need help for spa heater

I am in the process of designing a pool in AZ. It is an IG pool/spa
combo. I want to heat the spa only (1000 gal approx). My choices are
electric or propane, there is no NG in our neighborhood.
I have researched heat pumps and it appears that they can maintain
the heat at a less cost than propane. However, if I want to heat up a
spa quickly, propane heats faster.
Does anyone have any recommendations for heat pump vs propane?
If i go propane, I would prefer to go with a buried tank vs an above
ground one. If I am heating the spa alone, anyone have any
recommendations on the size I need?
If I go heat pump, would there be how long would it take to heat a
spa 20-30 degrees F?
Any help would be GREATLY appreciated!!
