After 21 yrs the bottom of the pool is starting to peel.Could a chemical
or lack off one causing this.Or is it age?

My husband retires in 2 years can it be put off that long? And is it
    expensive?

You can paint it with an epoxy paint and get 5 - 8 years of life out of the
paint. It is a do it yourself project and will cost between a thousand and
fifteenhundred. You could have the gelcoat reapplied and this can be done by
a fiberglass specialist. Cost, ask them.

How can I repaint it if I cannot drain it?
